What the figures show

5.2% of people in England hold a Blue Badge, but the share runs from 2.1% in Kensington and Chelsea to 8.3% in Sunderland. The table sets out the Department for Transport's figures for all 153 councils, with each council's published fee and processing time. Where a figure is missing, it says why.

The route badges come through also varies. Across England, 57.3% of the badges issued in the year to March 2025 went to people the council assessed itself, rather than people who qualified without further assessment. By council that share runs from 21.9% in Tower Hamlets to 83.3% in Windsor and Maidenhead.

Read that share with care. It can reflect how many local applicants already qualify through a benefit award or registration as blind, as well as how a council assesses the rest, so it is not a measure of how strict a council is.

City of London and Isles of Scilly have so few badge holders that the Department for Transport's summary table, which counts in thousands, gives the number as too few to publish (it calls this a low value). Its detailed table gives City of London 100 badges, a rounded figure, which the table shows with a note. It gives no count for Isles of Scilly, and the table says the count is too few to publish. They appear in the table but not in the ranges on this page, which would otherwise rest on a figure too small to state.

Bury issued 5,100 badges in the year, but the Department for Transport records 0 issued after council assessment and 0 issued without it. The department's notes say a data issue at one council meant some badges issued in the North West could not be given a category. We treat that zero as a likely reporting gap, so the table marks the share as not comparable and leaves it out of the range above.

On fees, 134 of the 136 councils whose page states a fee charge the legal maximum of £10 and 2 charge nothing. We could not find a fee on the pages of 17 councils, and the table says which.

Sources and method

The badge figures are the Department for Transport's Blue Badge scheme statistics, published on 19 March 2026. They count badges held at 31 March 2025 and badges issued from April 2024 to March 2025, for every council in England, and are Official Statistics released under the Open Government Licence (Blue Badge scheme statistics, tables DIS0105 and DIS0108, on GOV.UK, checked 30 October 2026).

Fees and processing times come from each council's own Blue Badge page, read on 14 September 2026, with the page linked in the table. A council may charge a fee not exceeding £10 for a badge issued on or after 1 January 2012 (Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000, regulation 6, checked 14 September 2026). The Department for Transport rounds its figures, and some councils charge a separate amount for a replacement badge.

The time column quotes each council's own words. To sort by time, we take the longest period those words state and convert it to weeks, counting working days at five to a week. A time that covers only one stage, such as first contact, sorts after full processing times.

The table download (CSV) has a status column beside every figure, the period and source in each heading, and one more Department for Transport measure: the share of people eligible without further assessment who hold a badge.

What the table cannot tell you

It cannot tell you how often a council refuses an application. The Department for Transport does not publish applications received or refused, so no refusal rate appears here, estimated or otherwise. A high share of residents holding a badge also reflects the age and health of an area, not only how a council decides.

Processing times are what each council says on its page, not a measured average, and a council's stated time can differ from how long a particular application takes. Where a council does not state a time, the table says so rather than filling the gap with the national guide figure.

Why some figures are missing

A blank is never a zero here. Each missing fee or time carries its reason. Either the council's page gives no figure, or we could not find or load a council Blue Badge page when we checked. Where a count is too small for the Department for Transport to publish, the table says it is too few to publish.

Common questions

Why does the share of people with a Blue Badge vary so much between councils?

Partly because areas differ: places with older populations, and more people on the disability benefits that qualify without further assessment, will have more badge holders. The Department for Transport also publishes the share of people eligible without further assessment who hold a badge, which is in the table download.

How much can a council charge for a Blue Badge?

No more than £10 in England. The regulations allow a council to charge a fee not exceeding £10 for a badge issued on or after 1 January 2012, and some councils charge nothing. The table shows the fee each council states on its own Blue Badge page, with a link to that page.

Does this table show how many applications each council refuses?

No. The Department for Transport publishes the number of badges held and issued by each council, not the number of applications received or refused, so a refusal rate cannot be worked out from published figures. This page shows badges issued and does not estimate refusals.

What does issued after council assessment mean?

Some people qualify without further assessment, for example through a qualifying disability benefit award or being registered blind. Everyone else is assessed by the council, which decides on the evidence whether they meet the criteria. The column shows what share of each council's badges in the year went through that assessment route.

How often is this table updated?

The Department for Transport publishes new figures once a year, and its next update is due in winter 2026 to 2027. Council fees and stated processing times were checked on each council's own website, and each is reviewed again when the new figures appear.
