The council tax discount checker

Council tax assumes two adults in every home and discounts the bill when fewer count. Some adults do not count by law: a student, a carer, a person with dementia, someone in a care home. List who lives in the home and this gives GOV.UK's answer: no discount, 25% off, 50% off, or nothing to pay.

One row for each adult aged 18 or over whose home this is, including you. Pick the ground that applies to each; if none does, they count.

Adult 1 (you)
Anyone 18 or over not covered by one of the grounds below, whether working, retired or unemployed.
At college or university on a full-time course, including one home for the holidays whose course continues.
GOV.UK lists both; the council will ask for the course or apprenticeship details.
A doctor has certified a severe and lasting impairment of intelligence and social functioning, the law's test, and the person is entitled to a qualifying benefit such as Attendance Allowance. In plain terms, severe mental impairment is the law's term. Dementia, a stroke that has taken someone's understanding, or Parkinson's disease in its later stages are what it describes, and the test is the effect on the person, not the name of the condition.
Cares at least 35 hours a week on average for someone in the home who gets Attendance Allowance, Disability Living Allowance care at the middle or highest rate, the daily living part of Personal Independence Payment or Armed Forces Independence Payment, and is not that person's spouse or partner, nor the parent of a cared-for child under 18.
Their sole or main residence is now the hospital or home and they are receiving care or treatment there.
Student nurse, foreign language assistant registered with the British Council, under 25 with Education and Skills Funding Agency funding, or a diplomat.

What it decides, and from where

The percentages are GOV.UK's. You get 25% off if one adult counts, and 50% off if everyone is disregarded. There is nothing to pay where everyone is a full-time student. A 100% discount applies where a person who is severely mentally impaired lives alone, or only with others who qualify or are students. The disregard list is GOV.UK's too.

The carer conditions come from the 1992 discount disregard regulations and the hospital and care home grounds from Schedule 1 to the Local Government Finance Act 1992. Our single person discount page sets each out with its source.

What it will not do

It will not put a figure on the bill, which depends on the band and the council. It does not decide whether a person meets a ground: you say which applies, and the council asks for the evidence. And it says nothing about Council Tax Reduction, the separate means test on our council tax hub.

Common questions

Does this tell me what my council tax bill will be?

No. It applies GOV.UK's discount rules to the adults you list and gives the percentage: none, 25%, 50%, or nothing to pay. The bill itself depends on the band and the council, and the council decides whether each ground is met on the evidence. It says nothing about Council Tax Reduction, which is a separate means test.

Who is disregarded for council tax?

GOV.UK's list: people under 18, those on certain apprentice schemes, 18 and 19 year olds in full-time education, full-time students, under 25s funded by the Education and Skills Funding Agency, student nurses, foreign language assistants, people who are severely mentally impaired, live-in carers, and diplomats. The Act adds hospital patients and care home residents.

Why does the carer option have four conditions?

Because the regulations set four: at least 35 hours a week of care on average; living in the same home; the person cared for getting Attendance Allowance, DLA care at the middle or highest rate, PIP daily living or Armed Forces Independence Payment; and not being that person's spouse or partner, nor the parent of a cared-for child under 18.

Is anything I enter stored?

No. The rows stay in your browser, nothing is transmitted or logged, and closing the tab discards them. There is no account and no email box. The result is a percentage, GOV.UK's sentence that produces it, and a link to the page that explains each disregard with its source.

A person with dementia and an Attendance Allowance award may be the disregard a household is missing. Our severe mental impairment page covers the certificate, the benefits and backdating. If a summons has already arrived, the summons page covers the steps.
