Universal Credit at State Pension age

Updated 13 September 2026
The short answer

GOV.UK says that to claim Universal Credit you must be under State Pension age, and that where only one of a couple has reached it you can still claim as a couple, with the claim stopping when you both have. The replacement is Pension Credit, which can be applied for four months before State Pension age and backdated three months.

Universal Credit is a working-age benefit and stops at the age it was designed to stop, but the handover to the pension-age benefits is not automatic, and for a couple with an age gap it is delayed. This page sets out when the claim ends, the rule for mixed-age couples, and the two benefits that take over: Pension Credit for income and Housing Benefit for rent.

When the claim ends

GOV.UK’s conditions for Universal Credit are that you live in the UK, are 18 or over, are under State Pension age, and have £16,000 or less in money, savings and investments (GOV.UK, Universal Credit: eligibility, checked 1 November 2026). The Act puts the age condition in the statute.

The Welfare Reform Act makes not having reached the qualifying age for Pension Credit a basic condition of entitlement (Welfare Reform Act 2012, section 4, checked 1 November 2026).

For a single claimant that is the end of it at State Pension age. GOV.UK describes no run-on or transitional payment, and this page does not invent one; the State Pension and Pension Credit are claimed in their own right, and the four-month window below exists so that they start when Universal Credit stops.

Couples where only one has reached pension age

GOV.UK says that if only one of you has reached State Pension age, you and your partner can still claim Universal Credit as a couple, and that the claim will stop when you both reach State Pension age (GOV.UK, Universal Credit: eligibility, checked 1 November 2026).

The regulations make the exception: a couple may be entitled as joint claimants where one member has not reached the qualifying age if the other has (Universal Credit Regulations 2013, regulation 3, checked 1 November 2026).

The older partner’s State Pension is counted against the claim in full; GOV.UK lists the State Pension among the benefits that reduce Universal Credit by an equal amount (GOV.UK, Universal Credit: what Universal Credit is, checked 1 November 2026). For a 67-year-old with a 63-year-old wife, that is four years on a working-age benefit with the pension deducted, and it is the position Pension Credit closed to.

Pension Credit, and who it is open to

GOV.UK says that if you have a partner you must include them on the application, and that you are eligible if you have both reached State Pension age, or one of you is getting Housing Benefit for people over State Pension age (GOV.UK, Pension Credit: eligibility, checked 13 September 2026).

A couple with one partner under pension age and no such Housing Benefit is not eligible, and stays on Universal Credit until both are.

Once both have reached it, Pension Credit is the better benefit. GOV.UK says that if you are getting Pension Credit it will stop if you or your partner make a claim for Universal Credit, and that you will usually be better off staying on Pension Credit (GOV.UK, Universal Credit: eligibility, checked 1 November 2026). Our Pension Credit hub covers the means test and the gap estimator whether it is worth claiming.

Claiming early, and backdating

GOV.UK says you can start your Pension Credit application up to four months before you reach State Pension age, and that a claim made after it can only be backdated three months, so that up to three months can arrive in the first payment if you were eligible during that time (GOV.UK, Pension Credit: eligibility, checked 13 September 2026).

The claim line is 0800 99 1234.

The four months are there for the handover. A Universal Credit claimant who applies for Pension Credit in the month before State Pension age, and claims the State Pension itself in the same window, has no gap. Our State Pension hub covers the pension claim and the claim refused or blocked page the invitation letter that starts it.

Rent

The Universal Credit housing element ends with the claim, and over State Pension age help with rent comes from the council as Housing Benefit. Our Housing Benefit hub covers the pension-age rules: savings under £10,000 ignored, a £16,000 upper limit, and no limit at all with the Guarantee Credit.

It also covers the non-dependant deductions for an adult child at home.

Claim it in the same window as Pension Credit. A Pension Credit claim can trigger the Housing Benefit claim through the same call, and our passporting map shows what else the Guarantee Credit opens.

Carers and the disabled in the same household

A Universal Credit claim that included the carer element, or a limited capability for work element, does not carry those across. Over State Pension age the carer’s route is Carer’s Allowance and what it adds to Pension Credit, on our what counts as caring page.

The disability route is Attendance Allowance rather than a new PIP claim, on our PIP at pension age page. A PIP award already in payment carries on.

Common questions

Does Universal Credit stop when I reach State Pension age?

For a single claimant, yes: GOV.UK's conditions say you must be under State Pension age to claim. For a couple, GOV.UK says that if only one of you has reached State Pension age you can still claim as a couple, and the claim will stop when you both reach it. The regulations make that exception for the younger partner.

My wife is 63 and I am 67. Can we claim Pension Credit?

Not usually. GOV.UK says a couple is eligible for Pension Credit if you have both reached State Pension age, or one of you is getting Housing Benefit for people over State Pension age. Otherwise the couple claims Universal Credit until the younger partner reaches pension age, with the State Pension counted pound for pound against it.

Is Pension Credit better than Universal Credit?

GOV.UK says that if you are getting Pension Credit it will stop if you or your partner make a claim for Universal Credit, and that you will usually be better off staying on Pension Credit. Pension Credit has no work requirements, a higher savings disregard, and passports to the free TV licence at 75 and NHS costs.

When should I claim Pension Credit?

GOV.UK says you can start your application up to four months before you reach State Pension age, and that a claim after it can only be backdated three months, so up to three months of Pension Credit can arrive in the first payment if you were eligible. The claim line is 0800 99 1234.

Is there a run-on payment of Universal Credit when it ends?

GOV.UK describes none. Its page says the claim will stop, and gives no transitional payment for reaching State Pension age. The State Pension itself has to be claimed, and the four-month Pension Credit window exists so that the two can start together. Housing Benefit for rent is claimed from the council at the same time.

What happens to my rent?

The Universal Credit housing element ends with the claim. Over State Pension age, help with rent is Housing Benefit, claimed from the council, with savings under £10,000 ignored, a £16,000 upper limit, and no limit at all with the Guarantee Credit. Our Housing Benefit hub covers the claim and the non-dependant deductions.

What to read next

Deferring the State Pension: what a year of waiting adds, who cannot build it up, how long it takes to get the money back, and what a widow or widower cannot inherit
Do nothing at State Pension age and the pension defers by itself. Every 9 weeks adds 1% for life, 5.8% a year, so a year's wait turns £241.30 into £255.29 a week, at the cost of £12,547.60 not received. GOV.UK says it takes over 15 years to get that back; our arithmetic says about 17. The extra is taxable, does not build up while you or a partner get Pension Credit, counts as income for Pension Credit while deferred, and cannot usually be inherited by a spouse if you reached pension age after 5 April 2016.
Is my pension on track? How to check, from the State Pension forecast up
Four documents answer the question without a calculator: your State Pension forecast, each pension's annual statement, a traced list of every pot you have, and a published living standard to hold them against. Where each comes from, what it does and does not tell you, and who to talk to when the sum falls short.
National Insurance credits for the State Pension: which benefits give them, which you have to claim, the two classes, and the missing years HMRC is still correcting
Credits fill years you did not pay National Insurance. GOV.UK's table gives Class 1 credits automatically with Jobseeker's Allowance, Employment and Support Allowance, Maternity Allowance and Carer's Allowance, and Class 3 credits automatically with Universal Credit and Child Benefit for a child under 12. Carer's Credit for 20 hours of caring, jury service, and credits for grandparents who look after a grandchild have to be applied for. Both classes count for the State Pension. Home Responsibilities Protection before 2010 was missed for some parents, and HMRC still corrects it.
